How can i get this girl to reconsider me?

two years ago i really liked his girl and asked her out but she told me she wasn't allowed to date (fairly certain she was lying to make me feel better). we stayed friends and talked frequently since. but all this time i've been hoping for a chance to date her. what can i do to attract her to me romantically?
