Question about GSD'S?

I see a lot of german shepherds at shows that look to me((who admittedly knows nothing about the breed)), to have seriously deformed back legs where hocks are all over the place and hitting the floor is this normal??this is a trait with the breed that is never seen in a police GSD dog so why do show breeders find this desireable?
