What happens if Libya turns?

I worked in Libya before oil had been discovered there. It was economically deprived, but the locals I dealt with were worldly wise and multilingual because of the many colonizing powers that ped through there. There is no way that Libya will become a back water like Somalia. I see it becoming more like Turkey.
